On paper Romania seems to comply with all of EU’s regulations and laws, just like the way Romania complied with the EU’s Human rights requirements when Romania joined the European Union in 2007. Since the Dutch government is verifying Romania’s readiness to join the Schengen zone, it should also take the Human rights situation into account. Since ratified language rights are neglected. Recently the anti discrimination council of Bucharest decided that the city of Bonchida is discriminating, because the law 215/2001 on public administration is violated. According to governmental decree 1415/ 2002 Bonchida (Romanian Bontida ) and Kolozsvar (Romanian Cluj-Napoca ) are cities, where the use of Hungarians language in public administration is compulsory. At present day all Bilingual signs from Bonchida have been removed. Only one bilingual sign has not been removed, which can be found on the railway station Our original letter to the mayor of Bonchida can be read here. Recently the anti discrimination council of Bucharest decided that not providing Hungarian language services is not an act of discrimination according to the government decree 137/2002. According to the council the city of Kolozsvar is not obligated to provide Hungarian Language facilities. The Strasbourg framework for the protection of national minorities allows the denial of language rights based on objective economical criteria if these are consistently followed. The council did not take the 99 decision of the city council into account. This decision is an official budget allocation for the installation of Hungarian language signs at the entrance of Cluj-Napoca / Kolozsvar. The council did not make any statements about the applicability of the 1992 population census upon which the rights of the treaty between Hungary and Romania should be based.
